If I need to tattle-tale on someone?

Who should I tattle tale to: their parents or their grandparents?

The grandparents. That way if they tell the parents and it goes down badly, you'll have an excuse that they misunderstood what you were talking about.
But it is true, in general, that tattle taling is not a good idea since you may end up in worse trouble than the one you are tattling on.

Why do you need to tattle tale on anyone?. Didn't you ever do something that you didn't want known?
