Al Qaeda started in Iraq the during the year following the invasion.
They didn't have a significant presence in Iraq prior to then since Saddam Hussein would not tolerate terrorist groups in his backyard. Ironic, that a trumped up charge of aiding terrorism was the ultimate excuse for the invasion.

Whilst Iraq under Hussein was no picnic for anyone, it was still a relatively forward thinking nation. Whilst Islam has always been part of the national identity, it was a largely secular nation and religion played only a small part in government, since Hussein saw religion as divisive, something which he was undoubtedly right about.
Now both of the major sects of Islam are on the verge of civil war in Iraq, and the place is more dangerous than it ever was under Saddam.

Al Qaeda went to Iraq because the US and Britain did. It's as simple as that. They don't see a liberating army, they see an invasion force who deposed the legitimate ruler and now sit occupying the country, which gives them a great chance to build a support base by killing Allied soldiers.

I think al Queda got started in Iraq soon after we took Hussein out of power. Beforehand, he wouldn't let anyone like that in. They might have built up a following and overthrown him.

Don't know about Iraq, but ask Bill Clinton about afganistan and when they got started there. He had a chance to take out Osama then and all he did was lob a few cruise missles at him and piss him off even more.
