I think that the government needs to step out of this. That decision belongs to the business owner.
I understand if chain restaurants and whatnot (Outback, Olive Garden, whatever) want to ban smoking in all of their restaurants. They are generally family oriented places, and with such a mixed crowd, I can see why they would do so.
However, someone that owns their own establishment DESERVES the right to choose whether or not they allow smoking indoors. They have invested time, labor and money into their business and have made all other decisions regarding it - why not this one, too?
In regards to the employees - an applicant for a job can tell when they step through the door whether a place allows smoking or not, and already knows if that is something they will tolerate. If it is, good for them. If it's not, there are other establishments to work for.
If the government leaves it up to the owners, many will continue to allow smoking. Many will choose to ban it. A person has the right to decide for themselves what they will expose themselves to. I see nonsmokers in smoking bars with their friends regularly. I also see smokers go into nonsmoking bars. People want to socialize and be in a certain environment - the choice is theirs.
As far as other enclosures go, there should still be a choice. I'd be surprised if any grocery store began to permit smoking indoors again...but that is a choice to be left up to that corporation, not a state or federal law.
Goverment buildings...that's up to the government. Logically, with that large of a mix of people, they wouldn't allow smoking, and that's FINE.
I feel very strongly that the government does not have the right to ban smoking. I am the sort that believes that the business owners - be it a gigantic corporation...or mom and pop down at the corner store - should have the right to control what they have worked for. No one wants to lose money, and therefore everyone will make the decision that best suits their business.
So, no...smoking should not be banned from all enclosed places that are open to the public. Smoking should be banned or permitted by the OWNER(S).

yes...although it is public place it is enclose and people around you might not like the smell of the smoke and can suffocate them

Ahhhhh, you got me. I don' think so. I think some bars should be allowed to have smoking.But restaurants and other places should be no smoking.
