As some already recommended don't delete the old page, make a copy of it then rename the copy, then simply use a 301 redirect to have the old page go to the new. A 301 Redirect How To: http://www.webconfs.com/how-to-redirect-a-webpage.php .

Simply put, Yes. I always advise people to never delete a web page name, but rather use the old page name to redirect the user to the new material. It is always your safest bet.

Do you mean:

you have a website, its called say mysite.com
you change the name to myothersite.com

That would break any bookmarks that your customers had to "mysite.com"

you could get somethign called a "redirect page" that woudl say "this site has changed names to xx and you will be automaticaly forwarded to that page in x seconds"
