If practice makes perfect but nobodys perfect, why practice?
Anyway, when you are at recitals, you are reciting the play, and you are going over things. At plays, you are reciting what you have learned to recite at the recitals. It's pretty simple, but rather confusing at the same time.

Interesting question. I guess because it would sound funny if we recited at recitals and played at plays. It would be to obvious.
