It means that situation should not be tolerated. In fact even worse than tolerating it would be encouraging it.
The "let alone" means "even worse would be" and "court" means "encouraging it to happen"

I think they are using the word court as in to go along with, abbreviated from courting- an old fashioned term for dating. If you are courting you are with someone so to court is to want to do something with another person/country/idea etc..
