becuase the salt act as a perservative. I know when I make lomilomi salmon I let raw fish sit in sea salt for 1 day, so it also kind of cooks the fish as well

Salt preserves things by keeping the water osmotically unavailable to microorganisms. At high salt concentrations the germs are unable to thrive, because there is essentially no available water. Drying the fish has the same effect.
