I am a huge fan of college football, but don't really follow players, teams, etc...But one thing ive always wondered about was the rules for the clock. I've noticed that the first and second quarter always seem to end SO DAMN QUICK! Yet.. third and fourth quarter seem to take hours! I am watching the UCF vs. South Miss right now and the first quarter ended in 25 minutes...while the last quarters are lasting like 2 hours. Why is this? Also, when do they stop the clock, start the clock, etc?

well clock stops everytime the chain moves it just could be that they ran alot more in the 1st half and the team losing is having the ball more and throwing the ball and in the 4th quarter i think the clock stop everytime you go outta bounds im tryin to remember back couple of years when i played but im def sure on the clock stoppin on every 1st down and letting the chains get in place

The clock stops
timeouts
first downs (but is restarted after the chains are set if the player was ruled inbounds after the first down)
penalties, reviews , and challenges ( the clock is stopped but may be restarted depending on the result of the previous play. such as a run play that where a fumble may have occurred, if it is ruled not to be a fumble the clock is retarted when the ball is set. this goes for penalties as well, if there was a live ball foul on the defense during a run play, and the offense declines the penalty the clock is then restarted when the ball is set)
TV timeouts
touchdowns ( the clock does not run on extra point tries)
change of possession
Incomplete passes

The reason why most games have long 2nd and 4th quarters is due to teams taking timeouts, and if there is alot of scoring it does not move much time off the clock. For instance I called a game 2 weeks ago that had alot of passing and both teams scored a combined 3 touchdowns back to back to back and we only ran 2:35 off the clock

alot more commercials in the 2nd half also time management is used more, time stops for 1st downs and the last qr it stops when they go out of bounds plus all the instant replays that go on

time outs

a guy on radio suggested this on 10-28
last three minutes of any game no time outs.
that would make for incredible action.
