For the benefit of the UK readers who may be reading this as well:
They can do it at any point in the game - but if they did it at the beginning, they would soon turn the ball over on "downs".
A down in US Football is essentially a chance to move the ball 10 yards (just over 10 meters). After 4 downs - the other team automatically gets the ball. Early in the game, it just makes more sense to try to advance the ball, then punt (kick) the ball on fourth down.

so they can kill the clock and make the other team waste there timeouts if it is a close game or if it is a blow out just to get off the field and get packin for next week
and if ne one says thats what the pats should do they never have the ball at the end of 2 mins or they would

They do that so they can run the clock out.When they're winning they want the game to be over. This is aloud . You can take a knee whenever u want to in a game.

Yes, it is allowed.
There are many good reasons for doing it, probably the best one though is to avoid injuries to players after the game has already been decided.

Yes it counts as a run and keeps the clock moving. Essentially they are tackling themselves so there isn't a chance of mistake and turning the ball over.
