Both are bad but the world has adapted to the unpredictability the USA so I say the fog of war is worst. One of the reasons both US political parties are nearly alike is so that a change in party is not earth shattering. It is already hard for the world to take the US seriously in the long term when we make a commitment, say to nation building in Iraq, then retreat, then come back, and then retreat again. If, say one party were socialist/fascist and the other Libertarian, there would be total chaos.

The fog left in the men's room after Michael Moore drops a few "friends off at the pool".
