From watching "cathouse" which is the reality show about the Bunny Ranch. The girls set the price. They have a menu, but from what I understand it just shows what they are willing to do. The negotiation is between the girl and the customer.
From the show, it's about a grand an hour, but can go up from there. Depending on what they think they can get you for.
I did check the internet, some of the brothels do list a starting price, but that's the minimum.

The legal brothels outside Clark county (Las Vegas) have their websites with all the features and "specials". These prices are fixed. You can decide the gratuity depending on your satisfaction LOL

All "Prices" are set by the girls that work in the brothels. They have set minimum prices but they will start high and you have to deal with them.
