A lined jacket will keep you warmer. If you live in a cooler climate, I would suggest lined. If you live in a region that is warm most of the year, I would go with unlined and just use layers to keep you warm. A lined jacket is going to give you more dead air space, which aids in keeping warm (think, long hair on a rabbit that stands up and creates the dead air space keeping them warm...)

A lined jacket has cloth sewn into the inside. It will be a bit warmer, depending on the thickness of the lining, and it will be less likely to tear or scratch the inside of the jacket when the lining is in place.
An unlined jacket is not as warm typically and can allow scratches or tears to occur on the inside of the jacket.
I find a lined leather jacket worth buying, but on many other jackets it is unecessary.

Lined means it has an extra layer inside. Some are lined quite thin and others have a thick lining you can zip out for warmer/cooler weather. It depends on what you need it for. When I lived in Washington state and it was winter...I went for the thick lined snow jackets. Now that I am in San Diego I prefer a unlined Pea Coat. I hope that helps!

Lined means that there is fabric lining the inside of the jacket - maybe some padding as well. This will keep you warmer. Imagine a leather with silk on the inside - that is lining.
Which is better depends - is it for winter or fall and spring? If you want it to keep you warm, get the liner.
A removable liner would be ideal...
