where do I get the info for starting a non-profit animal rescue or shelter

Check with your local ASPCA or animal humane society. Also there may be local ordinances limiting the number of animals kept in your area and health regulations.

I would contact one of the thousands of "breed" specific rescue groups to see what you need to do.

Each breed of dog requires different needs for basic care. I can only assume that other animals are going to have similar requirements.

This could turn into a large undertaking exceeding any one persons abilities.

If it were me I would start by selecting an animal and a breed of that animal and try starting a rescue for that and see how it goes. If that becomes successful than you can always start adding to it and growing into something larger.
