I've seen footage on TV of the 10s and 20s and I noticed that all men wore hats and dressed formally. Why was this? and why did all of them were hats?

In general the '60s led to a much more casual society. Hippies, civil liberty movement, greater equality for women, a general anti establishment attitude. These all led to a less formal manner. In some ways I think it's a bit sad. I think we lost something with that formality. I don't even own a suit, and really can't justify the expense. But in those days it was simply part of the wardrobe. You greeted people formally and addressed them by their title and surname. Your boss was not on a first name basis unless you were close.

Now things are so homogeneous, I think we've lost touch with propriety to a certain extent.

Well hats were always really really popular. But then when JFK became president he was like the nations fashion icon and since he had a full head of hair, he didn't wear hats, which lead to hats becoming really unpopular.
