If it's temporary use a low temp hot glue gun, Elmer's glue or fabric glue. Kiss wrappers are foil and won't stay, they could not withstand the washing machine. I once glued cotton balls on a sweat suit for a lamb outfit. Worked great...
Little pieces of shiny silver fabric with ink stamping, stitch the edges and fuse them to the fabric wold work. That will take longer but is possible!
Other than ink stamping some on, actually crafting some by a lot of tedious sewing or the suggested computer transfers I don't know of any other way.!

Yikes, you asked this so many times, I don;t see how you will keep track of all the answers. Scan your wrappers and print them onto fabric, using printer fabric from the craft store.

You can try a couple of coats of a washable clear gem or fabric glue (GemTac or something similar) to completely encase the wrappers and then fuse them to the fabric using a fusible such as WonderUnder or Heat-N-Bond.
You could also use a piece of silver lame' cut to size and fused on.

I'm sorry, there is nothing that would allow you to use the foil from Kiss wrappers, that would allow it to be washed. They are much too thin and fragile.

I suppose you could seal the wrappers in that plastic, waterproof stuff, kinda like seal a meal stuff .You know, some that seals together when you iron it ? Then sew that to the material, I guess!???

Scan it into your computer and print it on transfer paper. Now iron on the transfer.
