I would say the very first step is obtaining the DNA material. This DNA might be extracted from old bones, amber or even living tissue.
Another so called first step would be removing as much of the foreign material as possible.
One last first step would be placing the DNA in a growing medium in a suitable container. I did PCR replication and its really quite simple.

DNA unwinds and is "unzipped" down the middle - between the pairs of nitrogen bases.
