the philippine president is my number 1 answer..just watch and read whats happenning........crazy...she gave a pardon to estrada an ex president that was impeach for plunder and corruption......to cover her families corruption,,..........please post your input...........thanks................i'm ashame of what they are doing......there's no decency in that government......

As far as corruption goes I would have to put MEXICO right at the top of the list. They have a global history of corruption. Every President since the 1920's has been corrupt and embezzeled billions of dollars from the government. If you can find a more corrupt country let me know

yeah i would agree with you that it is the phillipines but I would put the saudi's up there pretty high on the list
