How can I make my pc send out a blue tooth signal.

If BlueTooth is built-in to the motherboard, RTFM.

Then, RTFM for the BlueTooth device you're trying to connect to.

you have to buy what is called a USB Dongle. there all over ebay.com for about 10 dollars
