I have a HP Pavilion a6000n and on the specification, it says, 'NVIDIA GeFoce 6150 SE Graphics with TurboCache with 128MB dedicated graphics memory'. When they say '128MB dedicated graphics memory, do they mean that 128MB of my memory from the RAM stick is all dedicated to my on-board(yes, it is on-board) graphics port? If I buy a seperate NOT on-board video card that is 128MB or 256MB, how much different will that make to my PC's performance?

A discrete graphics card would do wonders to your PC. Get one with ddr3 on board videoram, you will never regret it. Some options:
Cheap: 7300GT, 8500GT or HD2400 Pro
Better: HD2600XT or 8600GTS
Awesome: 8800 series.

Dedicated graphics memory is on the memory chip that feeds the GPU and has nothing to do with shared system ram. Get a good video card and get away from that onboard graphics.

You have that wrong, Turbo cache on the 61xx is only 32 MB dedicated and the rest is system. A dedicated card with its own memory will perform better than integrated (assuming they are from the same era).

Deciated mean its seperate and shared mean that it shares it with the main computers Ram. Graphics card make a big difference, onboard is always seen as a budget option. Although you my not seen the difference if you don't use alot of graphic intensive programs.

Dedicated means that it is separate from the RAM.
