If a man is travelling down a oneway street?

But is going the wrong way, then mounts the pavement on the otherside, jumps a red light, while smoking and talking on his mobile, why do the police have no right to stop him?

I would imagine they do have the right to stop him - for the several traffic laws he's violated...?

u can walk, ride a bike, roller blade, skate any way u want on the sidewalk. even sideways.
but the one way or 2 way only pretains to cars
