Use an aluminum cleaner used for wheels and scrub with a nylon brush. Aluminum can etch and stain if too harsh a chemical such as acidic based types are used. Be sure to rinse it off well. Polish with an aluminum polish such as Flitz or Mothers. Be sure you get aluminum polish, others may be too harsh and cause scratches. You will need to use a buffing wheel or polishing ball if the area is large or you will have arms like Popeye.

I use a mothers power ball, with jewelers rough, in an electric drill. works pretty good. If the aluminum has been clear coated, you may have to strip off the clear coat.

whats spilt on it?
usually a stiff scrubbing brush and hot soapy water is the go.
but if it is corroded and pitted, more aggressive means are needed, usually chemical stippers and cleaners
