Which is cheaper? To build a small car from wood or buy a used one (very old). Will the authorities allow me to drive a wooden car in the streets?

While a wooden car is an interesting idea, there are a number of safety regulations that must be followed. It seems unlikely that a wooden car would survive a front impact, and to make it so would undoubtedly be prohibitively expensive. I would go with the car that has already passed these requirements at some point in its life.

yes, but the costs involved would be prohibitive.
new cars (albeit old design) such as morgan are still made with a timber chassis

no you would not be allowed to drive it around
it will just catch fire
cars get very hot when they running
