They are called turbine ventilators. You will probably need a base flashing that will have an 8, 10, or 12" diameter pipe stub on it, probably about 3-4 inches high. The diameter of the stub should be the same as the turbine. This will have a square base, probably 16" square, depending on the diameter of the stub. This goes on the roof first, gets nailed, and sealed underneath, with a good silicone caulk. Then the ventilator should fit over the stub of pipe, and get screwed with sheet metal screws to the stub.

If you don't know what you are doing you can destroy a good roof and get yourself hurt in the process. Get a pro for this.

However I am not sure that this will resolve your problem. The turbines are to remove heat from you attic in the summer and to maintain air flow in the winter to keep the insulation dry. Your problem is with different temperatures on each side of the window. This will result in condensation(fog) on the windows if you have single pane windows or insulated windows that have lost their seal. May need new insulated windows or storms.

The installation is easy with two exceptions.

First you need to be comfortable getting up on your roof and working there safely. Second you need to be sure you seal the roof opening with flashing and shingles to keep rain water from coming in through leaks into your attic.

if all goes well and you know what you are doing then no.
but if you don't do it right you could have a roof leak
you could fall off the roof and hurt/kill yourself

get a professional to do it
