Domestic violence may come about as a result of a variety of factors. However, this type of violence, no matter the extent of misbehavior of the child, is never the fault of the victim.
Frustration
Frustration is the number one cause of child abuse in infants under the age of five months. This frustration, especially when felt by male guardians, is the leading cause of physical abuse fatalities. Frustration by child abusers is often felt during times of stress, temper tantrums, and toilet training. Unfortunately, statistics have shown that disabled and chronically ill children are most vulnerable to child abuse.
Financial Peril
Financial peril often instigates frustration and stress in many families. In fact, the highest incidents of child neglect have been found in homes stricken with poverty. Parents burdened by poverty have a greater tendency to interact poorly with their children, by issuing commands without explanation (which may consequently cause incorrect execution of the command), or by denying moral support and/or effective discipline for the child.
Parental Inexperience
Another cause of child abuse has been found to be parental inexperience. First time parents, especially single parents, are usually stressed over job responsibilities and management of their expenses. They may realize that parenting is not as easy as it seemed to have been. This realization not only jeopardizes their attitudes towards the child, but also towards each other. They may feel resentful towards each other for causing each other to enter a life that they did not ask for. Parental inexperience is often found in teenage parents, who are often unmarried and are still children themselves. They may feel frustrated and stressed over the dramatic change in their life, as well as the probable social isolation that may result from shame.
Difficult Behavior
Children with "difficult" behavior are very likely to elicit abuse from their parents, especially if the parents are high-tempered or substance abusive. But although child abusers use their child's temperament as an excuse for child abuse, it is not a justified one. Most dignified parents do not often respond to child misbehavior with physical abuse, as it should be. Other means of discipline are more highly effective, and will benefit the child in the long run. Child abuse, on the other hand, creates long term negative effects, as it is not an effective form of discipline.
Effective Discipline
Effective discipline can be accomplished in the home by maintaining a positive psychological environment in the home through parental warmth and affection towards the child. Withholding parental attention tends to ignore undesirable behaviors. By supervising and supporting the child in his/her activities and academics, parents are promoting positive behavior. Establishing a household routine for daily activities tend to decrease oppositions and negative experiences, and conveys respect for the child. Good parenting may well be accomplished by also being slightly lenient towards the child. Negotiation in place of reproach creates long term benefits such as moral judgment. If a child commits an undesirable action, it is important that the parent discusses the negative consequences of that action. If the child commits an action, while knowing that the action is wrong, effectual chastisement may be accomplished by his/her removal of privileges or allocation of “time-out”. Verbal reprimands that insult a child's character, as well as corporal punishment (spanking) have been found to be weak forms of discipline.
As for the "United Nations" aspect of this question....

Hey the united nations is like where a bunch of folks get together in a big building and get out in the hall and talk in a bunch of different languages and stuff. People with cameras take pictures of em and put em in their hometown newspaper and somebody makes up a story to go with it then the next day from somewhere where nobody knows where it is Bush tells everybody how it`s really gonna be . I believe this is the biggest cause of child abuse. I am not really sure about the child abuse like I am about the United Nations. Hope this helps.
