Because we have had very low rainfall for the second half of 2005, all of 2006, and all of 2007. For San Diego, the "record" rainfall that you refer to in 2006 was only 5.12 inches! The heavy rainfall came in the winter of 2004-05, and things have been parched since then. because the real rain we had was back in 1998 the rest of the time it was sporadic. and very hot do not listen to the the records you have to go and look at the lakes for yourself. and the Salinas river hasn't had a constant flow for 3 years. And because of it People are starting to charge for access to the beaches and lakes. like they really had something to do with the rain
