if you are gutting an existing closet, measure it out, draw it to scale on graph paper and try out some ideas. you are only limited by how much work you want to put into it and cost. look at some organisational websites to get ideas on accessories to include in the closet.

if you are adding a closet by building out a wall or closing off an alcove, build it the same way you would a wall- studs and drywall- and then follow the suggestions above. if building from scratch, include the wiring for a light in the closet, you'll always wish you had one if not.

do you want a free standing one or a built in ? a free standing one is a box . or retectangle make it out of 3/4 inch plywood you can buy a 2 inch dowel rod for the hanger rod, and get iron on edging , then stain it sand it down stain it again, give it one coat of polyurathane, [let dry] sand it down do it again, 3 coats, [make doors out of plywood also, same stuff,
