When a person says that they aren't ready to be in a relationship,
1.) ...they are really saying that they aren't ready to be in a relationship with YOU.
or
2.).\Do you believe that when a person says they aren't ready to be in a realtionship they really aren't ready to be in a relationship with ANYONE no matter how in love they are with the person.
I personally believe the first one, because when I really love someone I want to be with them, but I guess everyone is different. What's your thoughts?

Well, honestly, I believe both. Some people would use that as an excuse to get out of a relationship with a certain person.
But I also believe that there are people out there that honestly do not want a relationship with anyone regardless of how they feel for another person. There may be many reasons for this. They may have been in a prior relationship that hurt them seriously and they are not ready to trust anyone right now, or maybe they want to make sure that the next person they decide to get serious with is really the one. There can be many reasons for #2. #1 is for those who are too afraid to fess up to someone and tell them the truth.

Sometimes a person just needs to spend some time working on themselves before they can be in a healthy relationship. So many people skip finding out who they truly are alone and rush into relationships because they have those strong initial feelings. If a person realizes that they cant give a relationship what it needs, they might forgo it until they feel the time is right.
At times I guess a person might say this just because they aren't into the other person as much and don't want to hurt their feelings. That's okay too. You can't force someone to love you if they don't.

Depends on the person and the situation. What if a widow falls for a new man, she might not be ready at all. But say a 20-something guy says he's not ready, I would assume it's #1.

Better off just taking what the other person is telling you and leave it at that and quit trying to pyscho-analyse ther answer because you can always come up with thousands of answers for both sides as i could here but it comes down to one thing who really cares why, that person just doesnt want to be in any relationship with you or anyone else fr whatever reason

Probably a combination of both. I think a lot of people will put the brakes on before it gets too serious, for fear of getting too serious.
I have put off amazing guys because I wasn't ready to be in a realtionship with them or anyone.

A bit of both. It could be they are just trying to be nice but don't want to be in a relationship with you. They could also not be ready for a relationship with anyone.
However, I believe that if one is madly in love with someone they will want to be in a relationship with them and not even think about if they are ready or not.

If someone offers you coffee and you say I'm not thirsty. Is it that you don't want a drink or just don't want coffee?
