I don't see how in the world you can expect to be an actor in Hollywood without moving here... Most major stars lived here at least part time at one time or another. They only moved out once they became big enough not to have to pound the pavement auditioning anymore.
You can start locally and see where it takes you but if your career goes anywhere it's likely that you'll be pulled here at one time or another. If you really dislike SoCal so much, then don't come. There are plenty of other actors willing to make the move and pound the pavement.
Also, experiencing a class at a school is not the same as ongoing training. You need a lot more than that to be an actor.

I'm not seeing a lot of options here. Hollywood won't come to you.
I was going to suggest New York instead, but then I remembered that most television shows are filmed in California as well. So that leaves soap operas, commercials, modeling, extra work in the movies that are filmed there, and oh yeah, Broadway.
Outside of those two places, pickings are going to be pretty slim.
