You need to go to the Step Stone cavern.
head towards the barred door and use the gale boomerang to target the four fan pillars in this order:
far right
Far Left
Near Right
Near Left
Launch the boomerang.
Once the gate is open, roll forward to the chest for teh Big Key, then exit via the door in the northern wall

its in a room with much water, and behind a fence. get the gale boomerang, look at the floor, and target all four things with Z as the floor shows
