Should the neighbour be fined for wasting Fire Brigade's time on a fire they could have put out themselves with a couple of buckets of water?

Any fire can be dangerous and can be more to it than meets the eye, what if you had toddled over with your "couple of buckets of water" only to find the little cherubs had put a L.P.G. cylinder, or anything else, in there for good measure!
By all means tackle a fire yourself if you feel able but beware fire is unpredictable and you may get caught out

due to the liability it was for the best that a brigade put out the fire a rekindle could possibly destroy property or take a life.

yes they should . because whilst the fire brigade was attending to something in my mind stupid, there could have been a real emergency which they could not reach.
