If you're hearing ominous background music, I'd avoid going down there, particularly since the lights invariably won't work. Feel free to hire an undocumented migrant worker.
But if there's no ominous music, and the lights are working fine, it's probably the water heater. In which case, call a hunky contractor -- and call me to come "supervise" him.

A more exact geographical location woud help. Half the battle in solving wildlife mysteries is working out what it CAN'T be. I'm going with Bigfoot for now, but I hope you get the right answer from someone.

I think you should put on a nightie and high heel shoes and head right down there. If you can you also might want to turn your ankle as well so in case you have to run (which I am sure will not happen) then you will be able to lay down and cry out instead of saving your self

Depending on the sound of the noise, it could be your furnace. Sure, go have a look

Sorry! That is me. I did not mean to disturb you but I was naked down here and got kind of excited. Don't worry I will clean up the mess.
I don't mind if you look. In fact I would enjoy it.
