If your question is suppose to be:
Who first found out one can snap one's fingers and how do you think that person found out?
Then I'd have to say who knows, but it is easy to do, I can make that sound by rubbing my fingers and thumb which is a common action. From there it is a matter of trying to find the best action to make that sound.
