If people don't like to be hurt, then why do they cry?
Laughter is the physiological reaction to being tickled. In most cases, tickling is not painful (unless the tickling is too hard and deep) but the laughter is still involuntary. There are some people who are so ticklish that even light tickles are painful to their skin however it is not enough to make them cry and the involuntary laughter kicks in.
On a side note, those of us who enjoy being tickling gain an extra health benefit when we are tickled - while we are laughing, our brains flood our bodies with endorphins which promote healing and reduce stress.
