How about Robin Hood, Friar Tuck and the Sheriff of Nottingham? Definitely related historical figures. Definitely not American. And, definitely great costume possibilities. (If one of your three is female, you could substitute Lady Marian.)

How about Churchill, FDR and Stalin? There are some great photos of those three leaders meeting to plan WWII strategy. There are some good opportunities for props as well. A big goofy Russian officers' hat, a wheelchair, some cigars....
