It depends on the type of case being heard. It would probably be somebody from the Justice Department, maybe even the Attorney General, if it is a criminal case. A solicitor general could appear, so could the in house attorney for any gvt. agency.

You have to have cert. granted before you can go ahead to the US Supreme Ct. It has to be a constitutional question for them to even consider hearing an argument...and normally, it's just whatever party represents both sides originally in the matter. There is no one attorney that handles the cases for the Supreme Court, like a D.A. or something.
