Sulfur - O and S are both in group 6 of the Periodic Table (Xe is in group 0). This means they both have six electrons in their outer shell. As it is the outer shell which is involved in chemical reactions, they show similar chemical reactivity.

Sulfur, because sulfur is below oxygen in the periodic table. Xenon is not only in a different column from O and S, it is one of the inert gases, meaning it reacts with great difficulty.
