In August California signed a Climate Change Pact with the UK for Carbon Trading, independent of the Federal Government.

Actually California can set their own Environmental Standards. They can set theirs higher then the Federal Standards. They are the only ones that can in a sense. Now the thing is that every other State can pick to use California Standards or Federal Standards I believe, I don't think they can set between though. Can only use one or the other. It is a confusing thing. So that would be how California can join the UK like that BUT not be negotiating independently. It's a kinda complex I realize. Now a State ISN'T allowed to negotiate with a soverign nation on their own.

No. The Constitution prohibits states from carrying on foreign relations on their own. Of course, now it might be ok since we're not using the Constitution so very much any more.
