I live in Florida and know that both Orange and Seminole Counties rent out DVDs. So did our local library in New York when I lived there.

For all of them, it was free to take out a DVD, but the late fees are generally higher than for books. In Orange County FL, it's $1 for every day its late (as opposed to 20 cents for books).

ours loans DVDs just like library books.
