Yes i tell that and am told that daily. You never know when someones life will end so its good to say what you're feeling when you're feeling it.

My partner told me he loved me today.
Personally, regarding the second part of your question; I think a person should have enough self respect to not be treated like a doormat. However much I loved someone there is a line which, when crossed means "bye bye".

He's sleeping right about now. Yes someone said they love me already today.
I looked in the mirror and told her / me. If you don't love you first, there is no guarantee anyone else will.

Yes.My grandson calls at least twice a day,when I don't get to see him.He's got my back. :)
