Normally, the squeaky wheel gets the grease, however, in the long run, the squeaky wheel will lose respect as a whole, while the person or comminuty who states their problem and lets things go as it will knows that time will tell and prove where the true need is. People who whine less will win in the end.
It is irritating, though, isn't it?

Good question. For all the old adages, there's an opposite. "A penny saved is a penny earned" vs. "nothing ventured, nothing gained".
I'd say that if someone tells you that "silence is golden" they're trying to tell you to shut up without being blatantly rude. :-)
