I exceeded 90 days period of time with 2 weeks in usa 1,5 years ago. I'm travelling back in next January but is there going to be problems to re-enter with vwp? I'm afraid that i will need to get visa to re-enter even if i'm going over there just for vacation. U.S. consulate (in Finland) told me that i can't travel under vwp anymore because i violated 90 days rule. And that if i want to go to U.S. i have to get visa for it. I've heard some rumours that people who had similar minor exceeds did re-enter under vwp with no problems at all. Some of them had to explain something but eventually got in. Please help me.

Rules are rules. If you get lucky, it's because the U.S. customs agent isn't paying attention. Do you really want to risk spending the money on a plane ticket and hotel reservations, only to be sent back on the next flight to Helsinki?

Obviously, what the US Consulate says is the official and correct answer. You should obtain a visa. You could also try your luck travelling under the VWP and hope that the Immigration Officer is agreeable as he has the final say in weather you can stay or not. It seems to me to be a rather expensive risk to take and just have to fly home on the next available seat.
