My intention is not really to lose fat, but to have firm thighs,

can I have firm thighs/muscles on my legs without losing weight?

I would start an exercise program walking, running & doing leg presses these will all help strengthen your quadriceps & hamstrings (muscles in the front & back of your thigh), you will get results but not in 2 weeks. It's better to start out slowly & do some form of exercise you enjoy doing, this will enable you to con't doing it. Your body will co-operate but you need to be kind & gentle, you don't want to injure yourself.

No, it's not possible when trying to do it in a safe manner such as thru walking but I would recommend checking with your doctor as well to see what they say.
