There can be several reasons for this problem.
First an explanation on how the windscreen wipers work, you have a motor with a small gear box that turns a set of linkages to rotate the wiper arms.
Over time leaves and stuff can collect in the space were the linkages turn, first thing to do is check to see if the linkages are blocked in any way.
Secondly the linkages them selves can rust up over time, best thing to do is visually check them to see if there is any rust build up on them.
Thirdly the motors that are use for wipers are not very high quality and as such can allow water to enter the motor. When this happens rust forms between the internal parts of the motor. The only way to solve this is to strip the motor down and see if there is rust inside. If so all you need to do is clean it out with sand paper.

hi there it could be the motor or linkage, first of all bend back the spring on your wiper blades so they are not resting on windscreenswitch on wiper motorto see if it moves if it does then it is the motor burning out and it will not work on your screnas not enough power in motor, also try moving the wiper arms with the motor on if it does not move then the motor or linkage is jammed it is easy to locate motor so you should be able to disconnect linkage from drive on motor 10 mill spanner usually once you have done this se if you can move linkage if so then it is most probably motoe if linkage is jammmed or hard to move then put some release oil on linkage and let is penetrate if you get it moving easilt then reconnect motor and you should be fine jock

HAHAHAHAHHAHA!! Thats me!!!! :-) I can change the oil in my car in about 15 minutes, but I have SUCH a problem with those snap on windshield wiper blades! I don't know why.. it's SO frustrating! I have to get help from my little brother.. it's embarrassing! :-) ** how did you know of my shame!

id start by checking the wiper motor ! Is thats till working??? or weather theres any power coming to the motor via a voltmeter !!!
If there is and its the motor their pretty easy to replace.
Failing that it could be the wiper stalk !!!

Sounds like the wiper spindals and mechanism are seizing up. If you keep trying to operate them you could burn the motor out. The bit that the wipers are attached to need taking out and lubricating if that is the fault. or it may be the motor has already burnt out.
