It is not the responsibiltiy of the rich to take care of the problems of the poor any more than western countries have the responsibility to pass laws in other completely sovereign countries.
I'd bet you'd be hard pressed to find a government on Earth that wasn't somewhat corrupt.
A government's job is to protect its people's safety and rights- nothing more. It certainly isn't the US's responsibility to fix the problems of Bangladesh, or Mongolia, or Malasia.
Help comes to those who help themselves.

First off all, there are countries were the citizens don't have the opportunity to choose a government or its members.
Also, we saw what happened when a richer country tried to "resolve" the situation from a developing country..every country has its policy, its administration and political interests and you can't change it over night. Even if you, as a country, have the power and the military resources to interfere you do that only when you know that it would be in your advantage..like oil resources..

It's based on the principle of Political Interest and Political Benefit.

Each Government is voted in by the people of that country and is obliged to act in the interest of that countries people, and to the benefit of that countries people.

If a corrupt government is acting in such a way that impacts on another country, then the other country may see that it is within its interest, and of benefit to act accordingly. Otherwise it will not. The primary duty of an elected government is to the people of the country that voted it in.

Countries like the US, European Countries, and Japan do involve themselves to a certain extent, but how much involvement depends on how important that corrupt country is to the interests of the richer countries.

all governments are corrupt it is inevitable when you mix money, power and imperfect humans, bingo you have a recipe for disaster. usa is just another corrupt government like all the others, the un is only as good as the members.

corrupt people support other corrupt people as they have the same mental attitude, it is the honest people they persecute.

You apparently assume that:
1. They care.
2. Are not involved (at least tangentally)
3. Are not corrupt themselves.

I think those assumptions are incorrect. Most Rich countries got that way by exploiting other countries and also their own people. Most Rich countries play on the corruption, by cutting their own deals. Most Rich Countries, are led by rich people (see the relative worth of ALL political candidates) and they got rich HOW?

Are you suggesting we FORCE Mexico to stop their elitist suppression of the poor, to stop forcing their poor to risk their lives crossing deserts to come to the U.S.A. to avoid dyeing a slow death in Mexico?
My Mexican friends tell me the poor have a choice. They can die slowly in Mexico or quickly in the desert.
Your solution would be novel! (Violence should be avoided.)
Maybe we can EMBARRASS the Mexican Government, or SHAME them into becoming "human" enough to allow their "LOWER CLASS" citizens to receive some of the fruits of their own labor inside their own relatively wealthy nation.
Yes. Mexico is wealthy, but all the wealth is held by a corrupt few and they are the ones in position of power.

the government enforces stable judgment and stable wellness daily? What do you assume a motive force's license is? It exhibits you surpassed the attempt - and you're on checklist - they have been given your photograph. the government spends zillions on 0.5 baked notions of saving our wellness from heavy-accountability drugs (after which facilitates alcohol and cigs to be bought everywhere) - yet that a minimum of exhibits the government is drawn to our wellness. the government has all kinds of rolls in wellness and protection - in reality they have a Dept Of wellness and protection, do no longer they - or did I dream that?
