Oil levels are at the manufactures discretion. Check with the owners guide to see if it's at the right level. Taking the valve cover off will do no harm except for the gasket.

A small single cylinder engine usually takes about 20 oz. of oil, where most V-Twins take about 48 oz. of oil. You shouldn't open a cover just to look. Now you should replace the gasket, you also run the risk of having something fall out, contaminate the system, or even voiding the warranty. So please be careful.
