It means. "we are leaving".....last one out, turn off the lights, lock up the doors, we're outta here

'Last on out turn off the lights' means the last person to leave a room has the responsibility to turn off the lights (or all electronic equipment like TVs, radios, etc). Since no one will be in the room anymore, leaving the lights on would be a waste of electricity/money.

it means its going to be a long day but I'm outta here so who ever is the last one to leave lock up or turn off the lights basicly it means just what it says. but in a sarcastic sorta way. just like when we were children racing we would say last one to the finish line is a rotton egg! so someone will be last to leave and that person will be responsible to clean up and lock up the place. at least that is where it originated.

It is an expression. When one leaves a room, to turn off the lights. Why use up all the electricity when noone is in there.
