With all due respect, one does not strictly "build" their own Mobile home.

I live in one in FL, and the initial issue for you is zoning that allows a mobile. Permits will include Plumbing/sewage; Electric, and possible impact fees for the install. The mobile is treated like a vehicle so it will take a motor Vehicle registration. You'll likely need homeowners insurance; especially if you finance or have it put in a PARK.

If you purchase new/ or used from a Dealer and have it moved, that cost; including set up might be totally or partially included. You'll still need your HOOKUPS in place.

First step...Know the local zoning...easy enough to find out; then proceed.

I hope you have a really good reason for wanting to do this, especially in Calif. home of the code rules galore. It would probably be far easier to buy a bare bones unit, perhaps even one sold for use on construction sites as an office and go from there.
I don't believe there is any practical way you can avoid buying the whole undercarriage (beams, trusses, and wheels) so you might as well start with a structure in place on top.
In addition, if you are going to put it on a commercial lot, you need to know all the "secret stuff" like where on the trailer the sewer, water, and electrical have to be so they can be connected without a lot of stupidity.
