The most important thing is to start your new tank correctly by cycling it first: http://www.fishlesscycling.com/articles/how_to_do_a_fishless_cycle.html
A weather loach needs a 55 gallon tank itself (no other fish). They also need very fine substrate as they love to dig. Sometimes they'll bury themselvesI with only their eyes poking out of the sand:)
I have a 150 gallon tank with 3 fancy goldies and a weather loach and they get along great. My golds were 6 years+ when I put them in the tank and the loach was already 10" long. This works well in my tank, but I'm fairly experienced and hand picked the right goldfish for the tank.
While you can do this, spend some time researching both fish. Just because they are both from the same part of the world and live together in nature, it's a little tricky to do this at home.
Good Luck!!

They would be fine together. Both are coldwater fish that are very tolerant of higher temperatures. The Goldfish are very messy and produce a lot of ammonia, but the Loach should be able to handle it just fine as long as you keep up with your weekly maintenance. Plan on a 20 gallon tank for a single Fancy Goldfish and one Weather Loach, and for 2 Fancies, I'd look into a 30, 3 Fancies, try a 40 gallon tank. Fancy Goldfish commonly reach 8-10 inches, and require ample room. If you have Common Goldfish, you will either need a 150 gallon tank (Commons reach 1.5+ feet and are active swimmers) or a pond. Weather Loaches, also knows as Dojo Loaches, will reach a solid 6-8 inches, and will spend most of their time in the gravel, but when they sense a storm coming, they will dart throughout the tank, up and down the glass (that is how they earned the name "Weather Loach"). Email me if you have any questions.

Yes you can. Weather loaches and goldfish are both coldwater fish.
But keep in mind that for 1 adult Fancy goldfish, you'd need no less than a 20 gallon tank (they can grow up to a foot). But with the Weather Loach, which grows up to a foot, you'd need no less than 50 gallons. If you have a Comet (regular) goldfish, you'd need no less than 55 gallons (they grow up to two feet). AND with the Weather Loach you'd need no less than 75 gallons. Goldfish aren't the cheap type of pet that can be kept in a bowl.

you can as long as the loaches do not need a heater. do not use a heater with goldfish or you will kill them. I have found it is best to keep goldfish and koi together and not put any other fish in with them.

Yes, you can, but if you do keep in mind they are jumpers and enjoy plenty of swimming space. If you're keeping goldfish, I'm going to assume you're housing them in a large tank so as long as you have a tight fitting cover it should be fine. Good luck!

Don't mix goldfish with any other fish species. They don't thrive under the same conditions.
