As I said in response to essentially the same question about a week ago, you can determine your memory demands by looking at the Task Manager. You should always have more RAM than the amount of memory you need to avoid serious slowdowns in operation. Virtual memory is a slow slow way to go.
My baseline demand is about 300 meg (windows XP; I won't touch vista with a ten foot pole) and when I use the GIMP for very large and complicated geological maps etc. I bounce up to about 800 meg (I gotta have the tunes cranked while working of course). I added a gig ramstick a couple weeks back and PRESTO, my desktop just flies.
I am sure that I will need to increase that again soon.
256 was borderline satisfactory when got my desktop three years ago. It is way insufficient these days.

yea 256mb is really the minimum to run Windows XP these days, after new updates and all 256 is minimum, much less running some hardware intensive software like Photoshop.
I would say upgrade to at least 1gb, go to TigerDirect.com and get 1gb of ram for like $40-50. A video card would also help the issue, but not required.

256 mb of ram is not enough to run photoshop at all. and you're multitasking at the same time!!!
i suggest you add another 512 or at least 1 more gb and then it will be much faster. you might also want a dual core processor since you're multitasking,

You need to look at your motherboard. Most have slots for extra memory on them. If you have an empty memory slot you can add another to increase your memory (RAM).

better to have atleast 512MB. Much better if you can have 2G of memory (most especially for memory-hungry apps like Adobe Photoshop).
