...whose disfigured badly on the face?

It's really scary what happened to his face, half of his face was gone and there was a hole where his eye used to be. Like I said, it's incredibly sad what happened, I just couldn't look so I turned away.

Do you think that's rude? But it's rude to stare anyway

The right thing to do is to look at him the same way you would look at anyone else, but that is not easy to do. It's understandable that if you bump into someone that looks different curiosity makes you look and our concern for hurting the persons feelings makes us look away. When I bump into someone .. I say excuse .. reach out my hand and say .. My name is Ray.

I would say 'excuse me' and act natural and not stare. I walked by a guy with no nose once and I didn't do a double take. All he had was a flat bandage on his face. I wanted to stare so badly but I didn't.

Well, you seemed to be shocked/ aghast and taken aback by his look .. I'd supposed he's used to such 'stare n go' Hope he don't mind since the onus is on him to cover up such 'looks'. Or maybe he intentionally wants to create such 'shocks'. I'd might have reacted like you, naturally...

Say "Excuse Me" and go on like nothing was unusal. Just like it was someone that wasn't disfigured.

I would behave the same as if i had bumped into anyone else . I would say excuse me sorry and then walk on.
